Milan Puskar Health Right
Milan Puskar Health Right (MPHR) is a free clinic founded on the premise that everyone has a right to health care regardless of their insurance status or ability to pay. MPHR is celebrating 25 years of service to the community in 2009. Our patients have low incomes and no insurance. We serve patients in nine counties in North Central West Virginia. MPHR provides primary care, medications, individual and family counseling, referrals to some specialty care, HIV testing and community-based dental care at no cost to qualified patients. About four years ago, staff at MPHR heard rumblings about HEALTHeWV, a new electronic medical records system that could enhance care in clinics like ours. At the time, I didn’t realize I would become the director and oversee the transition to HEALTHeWV. Getting the free clinic up and running had its challenges. It took a huge community effort to help us purchase a new server, computers for exam rooms, and scanning capabilities. Morgantown, surrounding communities, and especially the McQuain Charitable Trust have helped make e-records a reality for us. The staff at the National Technology Transfer Center is friendly, helpful and was especially patient with us as we went online for the first time. Change is hard for everyone and for employees and volunteers (many of whom didn’t have much experience with computers or EMR) it has been a journey. We have been impressed by their willingness to deal with the frustrations that come along with learning new technology. Recently, MPHR established satellite clinics in Kingwood and Fairmont, W.Va. The HEALTHeWV system makes it possible to see patients at new locations and treat them in their local communities. Without HEALTHeWV, I have no doubt we would still be in the development stages for both of these new satellite clinics. Most importantly, HEALTHeWV allows us to improve the quality of our health care. Our medical staff and counselors are able to communicate quickly and patient information is readily available. We are especially excited about the diabetes registry within the program. Chart reviews in the past have been long and tedious, making it harder to determine outcomes for patients with diabetes. Now we have that information at our finger tips. Moreover, we can use the registry report to see where we need to focus and what educational areas need addressed.
